So, I have been thinking that DQ had a very modern sensibility. It felt less medieval and more Renaissance to me and that is the cusp of modern. That said I Was thinking about what it would take to Start the ball rolling.
The Stats would be fine. The racial differences could be removed or If you like your Victoriana covered in high fantasy you could feel free to keep them. Combat Would need to be slightly re-jiggered to make room for firearms and the dis-use of armor.
The colleges of Magic could be imported whole hog if you were playing High Fantasy or with slight adjustment and low mana brought into a fairly realistic Victorian age.
Skills would need to be looked at on an individual basis. Some will work fine, some will need to be renamed and some will need some adaptation to fit the setting. There are probably some skill sets which need to be added to allow for an appropriate range of characters.
Monsters will not need to be changed and many will be usable as they are primarily historical but not every monster will be appropriate for the setting.
Rounded out with some setting details and equipment lists and you would be off and running.
